File associations

Hi,

A client has been asking me whether it's possible to make an application
ported to Linux using Wine use the "Linux file open APIs to pick up file
associations".

Clearly, there are no such APIs in existance, however I'm happy to try
and implement this in Wine at some point. I don't really want to end up
dlopening kdelibs or libgnome for obvious reasons, so I was wondering
how far the file association/mime type spec has got. 

Is it reasonably finished?

Is it implemented?

If not, roughly when will it be implemented by the major desktops?
