No, it is app-by-app basis as well.
Unless I really misinterpreted your previous postings, you said that only 
those apps overwrite CLIPBOARD with PRIMARY that do not have a separate 
copy to CLIPBOARD mechnism.
So I understand that the user again has to learn on an app-to-app basis 
which applications do not provide CLIPBOARD explicitly.
