Ok another idea to achive this:

We have a cvs module for every specification. This specifications can contain 
the following directory structure:

web/content/standards/specname/
web/content/software/specname/

In the toplevel Makefile of the web module we will then have a list of all 
specifications. They will be merged into the website via cronjob.

So we will have the master copy in the specification module and the version 
for the website is created on the fly (it won't be in cvs).
