$XDG_DATA_HOME is supposed to be writable by the user just as much as $HOME is
supposed to be writable.
I'm not sure about the thumbnails, but I think that using $XDG_DATA_HOME/icons
and $XDG_DATA_DIRS/icons for the icons would be appropriate, same for fonts.
