This is the kind of thing D-BUS will be good for. The approach I'd
take is to write a D-BUS service (see
http://www.freedesktop.org/software/dbus/), basically a daemon that
tracks passwords (and optionally persists some of them to disk).  KDE
already has a feature much like this, so you could take that same
design and redo it in a desktop-agnostic fashion.
