window migration

Hi,

A while back I proposed a method for telling toolkits to migrate windows
to another screen
(https://listman.redhat.com/archives/xdg-list/2003-March/msg00101.html).  I've started hacking on it again, and I now have it working with gtk+/metacity.  Before going further, I would like to try to come to an agreement about how this should be done.  I've tentatively amended the the WM spec to include the migration spec, and you can read it here:  http://www.cs.indiana.edu/~jwillcox/net-wm-migrate.html
