Icon Theme Spec Patch

Hi,

While implementing the icon-theme-spec I found a few things that should be 
corrected in the current version:

1.) Convert it to the basedir spec (this is only incompatible to $HOME/.icons, 
which now is $XDG_CONFIG_HOME/icons)

2.) Change type of MaxSize, MinSize and Threshold to integer

3.) Removed a small typo in the code example (changed subdirectory to subdir)

4.) Corrected url to default-icon-theme

The patch is attached, please review it.
