pkgconfig and autotools

I have been messing with pkg-config and have realized that it does not allow
for substituions that are not defined in the configure script. This is
cannot be right as it makes you maintain CFLAGS in the configure scripts. I
think is would be prudent to get some automake support for this type of
file so that we can say something like:

pkgconf_PKGCONF=x11
x11_SOURCES=x11.pc

in a Makefile.am.
