Common configuration namespace

Hi Claes,

I think your thought match a good part of the CFG (config4gnu) concept. The 
idea is to provide  a merging path. In config4gnu different configuration 
backends i.e. currently mostly /etc files are mapped into a global 
namespace[1].

nicer to look at the hierachy that way ;-)
