Links to standards specs broken?

This URL works, but the page it references is a mess currently.

I don't see why that link would have worked before the machine was 
rebuilt; it doesn't look like standards/menu-spec/1.0 was part of the web 
site.

Is this URL published somewhere?  If so, we can make something appear 
there...
