Problem with new page on fd.org

Hello,

I managed to set up http://freedesktop.org/Main/CFG
but I suspect that that has not been the right way to do it.

However access was  denied to reference it from and to put it under /Software.

Whate are the guidelines to start a new page?

Also the following was reported for the current CFG page:
