Hi,

You are welcome to host on freedesktop.org. A page in UTF-8 is not a
problem at all.

For the hosting, you need to mail sitewranglers at freedesktop.org with:

 - the name of the project to be used for mailing lists and 
   CVS repository

 - the following information for each developer:
    - full real name (for example Havoc Pennington)
    - email address  (for example hp at redhat.com)
    - desired login  (for example hp)
    - ssh v2 public key (~/.ssh/id_dsa.pub)
