followup regarding desktop specifications

At the Desktop Developers' Conference in Ottawa a group of ten met 
during lunch to discuss formalizing a process to gather up 
specifications and releasing them every six months with the object of 
defining a freedesktop.org v1.0 core definition.

Is this the forum to discuss this?  Owen, could you post the initial 
proposal you wrote up?

How often does freedesktop.org specification team conference call,  how 
often does the group meet?

I think it wold be a good beginning to outline a specification process 
and selection criteria, then build a priority list.  Below is a similar
