I'm not quite sure that it overlaps with the Project UTF-8.
Traditionally the mailing list for such discussion has been the
Hebrew people's ivrix list. Right now there is a thread on
gtk-i18n-list too. I like the idea of running a bidi working
group on fd.o, but I'm agains writing specs before really testing
them [in gtk+].
