Standardizing icon names: flags

Regarding the country names, we have similar issue in our
xkeyboard-config project. We agreed on using very simple rules:

Country layouts:

  Keyboard layouts for a country must use the 2-letter code from the
  ISO-3166 standard.

Language layouts:

  Keyboard layouts for a language must use the 3-letter code from the
  ISO-639 standard.

IMHO ISO 639 is not appropriate at all for the flag names. It is about
languages. For countries, 3166 looks more relevant. Just 0.02.
