Icon theme specification: Standardizing icon names

Local distrubutors both in taiwan, china and elsewhere can make addon 
them with flags to *ther* liking? But, what is flaggs intendet for? 
Stuff like chosing locale? Can anyone us flags in a meningfull way 
knowing they often will be blank?
