Trash: base dir in $HOME

I think we have a golden opportunity here to set a good example. Note that
the base dir spec does not currently define a $HOME/.var directory, but
I hope it can include that.

It shouldn't be a radical change really. The FHS does not involve itself
with the structure of the home directory, but structure is surely needed,
and I think freedesktop is the best candidate to fill this void.
