Default paths in Base Directory Specification

All of them will require PATH to be set if they're installed under
/usr/pkg, otherwise users can't even start them (easily), and they
certainly won't be able to find sub-programs.

I suggest setting XDG_DATA_DIRS the same place PATH is set.
