Wouldn't it be better to have all help files in /usr/share/help/ ? (help spec needed?)

Wouldn't it be better to have all help files in /usr/share/help/ or
something like that (so in the same directory)?
Gnome app:
/usr/share/gnome/help/gcalctool/C/gcalctool.xml
Kde app:
/usr/doc/kde/HTML/en/keasycd/index.html
looks like gnome and kde have a total different way of storing their
help files.
- different path (gnome:/usr/share/gnome/help kde:/usr/doc/kde/HTML)
- default language path (gnome:C kde:en)
- primary file (gnome:program name kde:index.html)
- .... (plz add if you know others)
Are there plans for a spec about this so they are less different?
