specifications missing documents

The colorscheme spec has been pulled on request of its authors.

I have created http://standards.freedesktop.org/clipboards-spec/
and http://standards.freedesktop.org/clipboard-extensions-spec/
from http://cvs.freedesktop.org/icccm-extensions/selections/

I hope the other specs can be added to CVS.
