Icon Naming Specification 0.1

Here is the first draft of a full icon naming standard specification.
This is implemented as a secondary specification, which the Icon Theme
should reference, once this specification gains acceptance. Some of the
action icons in this version do not have descriptions. The icons that do
not are fairly obvious actions, and I would rather get this spec sent
out than spending the next 3 hours typing descriptions for another 70
icons or so. I will be soon finishing up a perl script and XML mapping
file as well, to help migrate existing themes to this spec, and to allow
the spec to work with current implementations of the icon theme, which
do not follow this spec, as well as to allow fallbacks for various icons
to work in those implementations. The list of icons is not 100%
canonical yet either, but allows authors to start migrating to this
spec, by covering a majority of the icons in the currently available
themes.

How do I go about getting an account on fd.o so that we can get this up
and on-line, so that the xhtml gets generated for the web pages
properly? I'd like to get this up and having feedback from others
implemented as quickly as possible, so that we can get to a more
complete specification more quickly.

As soon as I get the migration script working, I will be migrating the
gnome-icon-theme for Gnome 2.11 to use this specification.
