I rather understood it as a temporary storage of translations until the 
maintainer merges them in (or for those apps which are not based on 
community input), and they get deployed after the next update, so at every 
point of time only a couple of extra translation files would be active. Of 
course that would require cleanup of the old translations then after the 
update.
Might become messy soon :/
