Thanks for your replies.
I would like to clarify my idea.
The reason I added "#_tag" is we don't treat .desktop files only.
E.g. Gedit has *.plugin files the tags are "Name" and "Description". The
first filename is hoo.plugin.desktop.in and it will be chaned to
hoo.plugin. Some modules has the similar implimentations. Then when we
see .desktop files on installed image, we need to expect which tags are
translated tags so I thoght to provide "#_tag" and mo file tag.
What do you think? Could you advice me?
