The Icon Naming Specification is public. It is in CVS on
freedesktop.org, and linked to from the Tango web page. It is not linked
on freedesktop.org yet, itself though. I would like to have it alongside
the Icon Theme Specification, and the HTML generated automatically from
the docbook out of CVS, though I don't know how to make that happen on
fd.o. Haven't been able to poke the right people on IRC at the right
time about it yet.
