File URI Specification ?

The file file-uri-spec.txt was not placed and dont seems to exist in the 
internet (googled).
It would indeed be nice to clean up the sites:
http://www.freedesktop.org/wiki/Standards_2ffile_2duri_2dspec
http://www.freedesktop.org/wiki/Standards
http://www.freedesktop.org/wiki/Draganddropwarts (under Recommendations)

Do anyone feel responsible about these specs?
