Sorry, I should have said:
"it is undesirable to REQUIRE applications to install icons
into $XDG_DATA_DIRS if there is no actual requirement for doing so."

Applications may install icons in $XDG_DATA_DIRS, but it shouldn't be a
requirement. Google for discussion around lsb-install to understand why.
