[Proposal] ThemePackageSpec and DesktopThemeSpec

Hi,

I would like to propose two new Specifications,

The Theme Package Specification[0]: this describes a package-format
which can be used to package and install several themes together. This
way it will be possible for artists to provide the user of a single
complete look-and-feel which includes window-decoration, widget-styles
and icon-themes. And for users it will be easier to modify the looks
of their desktop at once.

The Desktop Theme Specification[1]: this described the general
location where different sorts of themes can be found/installed with
the BaseDirSpec[2] and IconThemeSpec[3] in mind.

What do you think about this?
