What version are you using? On a fresh, default install of Ubuntu Hardy, 
Gutsy or Feisty, you can open a terminal prompt and do e.g.:

$ 0launch http://rox.sourceforge.net/2005/interfaces/ROX-Filer

It will take you through the process of downloading and running ROX-Filer.

On Debian, Lenny has version 0.29:

  http://packages.debian.org/lenny/zeroinstall-injector

Sid has version 0.31:

  http://packages.debian.org/sid/zeroinstall-injector

Both are in the "main" repository. Note that the package is called 
"zeroinstall-injector", not "0install".
