OK. Better wording:
- Any application managing thumbnails should prefer thumbnails stored in
the image directory, if they exists and must be able to create them
on user request. Global thumbnail cache is the default.
Or have an additional feature:
- Medium or File system can be optionally marked as "save thumbnails
locally", which can cause preferring of local thumbnail directory
whenever possible.
Just now we have a standard for optional storing thumbnails locally, but
nearly no application supports creating of such directory.
