Icon Theme spec question

Step 1: make sure the spec discourages placing any files there, in the 
lines of "compatibility; new implementations should not use this".

Step 2, in a year or two: mark the feature deprecated in the spec, saying 
new implementations of the icon loader do not need to search for icons 
there.
