icon themes: conflicting information in icon theme spec and icon naming spec

As the icon theme spec aims to be more general, the attached patch makes
it refer to the naming spec for specific context. Maybe the naming spec
should even mention that the list of contexts is not exclusive. I
understand the contexts are there to help the theme author structure the
set logically.
