Replacing Standards with Specifications on fdo wiki

I've done this. All of the Standards URLs should redirect to the new
Specifications URLs.
Somebody will need to update the moinmoin template to change Standards
in the top menu. Also, I don't have permission to edit the front page,
so someone with more permissions should do it.
While doing this, I noticed that some file attachments were not working
(even before the changes I made). See for example:
http://freedesktop.org/wiki/Specifications_2ffile_2duri_2dspec
Does anyone know how to fix this?
Also, one last change that should be done: static versions of the specs
are available on standards.freedesktop.org. There's a
specs.freedesktop.org subdomain, and we should instead use this one for
the static versions. Who can take care of this?
