Define standard hunspell dict location

I'm not saying it's difficult. The SUN guys just do not seem to believe 
getting everyone to agree on a common env var and/or a default value is 
possible. Working for big iron and targeting closed systems does strange 
things to your brain ;).

Can you publish an "official" f.d.o dict spec that says "system dict 
root is defined in foo env var; it's default value is bar" (I know that 
seems crazy written this way)
