A 'desktop neutral xsettings manager' is a bit of a misunderstanding.
The sole purpose of the xsettings spec is to map desktop-specific
preferences to a common set of agreed-upon xsettings. Thus a xsettings
manager will always have a desktop-specific component to get the actual
values.
