Commit notifications for specs

KDE e.V. does not involve itself with technical or development decisions. we 
aid existing efforts as needed with financial, legal and organizational 
arrangements, but are not a technical body.

we can definitely work to create consistent consensus on kde-core-devel and at 
our in person technical gatherings. in fact, i think we're actually already 
pretty good at that on the KDE side (just look at kde4: adopted d-bus, the 
mimetype spec, the icon naming spec, helped author xesam, working on the 
uiserver stuff now, working on getting the visual notifications spec into 
shape, moving akonadi into a place that's appropriate for non-kdelibs based 
projects ...)

of course, if there are specific specs/areas of collaboration that we're 
missing, please let me know and i'll do my best to help make it happen. but 
that's me wearing my "kde developer" hat, not my "kde e.v. board member" hat 
=)
