I hope by "modifiable" you mean "being able to turn them on or off"
not "setting the sound file to use." It would be an overkill. 99% of
users either disable all desktop sounds or just want them to work.
They're not going to spend days searching for a perfect "burp" sound
to go with their windows closing. And if they do, they'll probably rip
it off of some other theme thus learning how to make a custom sound
theme as they go.
