$HOME/.config/ Directory Not Specified in FHS

I'm confused. What does FHS have to do with your $HOME dir contents?
Also please note that XDG config dirs and XDG user dirs are meant to
be configurable (and the latter are usually translated).
FHS is there so third party vendors and application authors know what
to expect and where to look for various resources. No package will
ever place any files in your homedir at installation time (and can't
know it's place as your user login is not part of FHS either).
