looking at the other specs on fd.o, it appears there's already something of an 
xml format used for the specs. nice :) solves that issue, mostly.

keeping the revision and authorship data in a separate file still seems like a 
sane approach, as well as keeping the contact info itself in a vcard file so 
there is just one place to change a person's contact information.

something that is also missing from the xml currently used is an entity to 
note if a section is specific to a given project/product/version combination. 
that really ought to be possible, particularly as specs go through revisions 
and to allow for spec variation when necessary.
