Right, this wasn't a good phrasing at all.

What I meant is that these developers claim there are distributions which do 
not support the official base dir spec but deviated from it in some way. Which 
would imply that these distributions have to patch every application which 
uses base dirs to make them use their variant.

Which is extremely unlikely due to the huge effort this would involve which 
leads to the conclusion that all distributions are using the base dir spec as 
intended.
