it is the essential question once we agree on:

* we need to improve things (done)

* how to document what we're doing (not done)

please, take this one step at a time and do not get side tracked on questions 
that we are not ready to answer. we can not decide what qualifies until we've 
decided how we will document qualification. 

which is to say: before we can consider "what grants fd.o status" we FIRST 
must agree on how we operate and document that information.
