git repository for specs: one more attempt

It's true it would be more coherent to have them on git.freedesktop.org,
but the nice thing about DVCS is that the repository can be migrated
later with little pain since all history is accessible (much easier than
migrating an svn repository).

At least now we have something concrete to work with. I for one will
clone Aaron checkout to work on notifications (more on this soon).
