KDE doesn't as we have separate support for sound and visual passive popup 
notifications. so apps that want a sound and a visual passive note that, and 
knotify internally routes the two requests separately, much as you describe 
possibly doing with libcanberra and libnotify.

if it was part of the spec, i would be fine with implementing it as it's a 
trivial feature. i just don't think it belongs in this spec :)
