I have been doing this for years and it worked nicely for me. So yes,
I am in favor of this.

If this is being standardized, $XDG_LOCAL_HOME might be a nice name
for it. I.e. default values of

  XDG_LOCAL_HOME="$HOME/.local"
  XDG_DATA_HOME="$XDG_LOCAL_HOME/share"
