Why is "Registered Categories" still messed up?

I am asking this because I really want to know. Why is "Registered Categories"
still messed up? Why does it look like no one is trying to fix it?
Linux should be about freedom, but registered categories seems to be about
forcing people to mis classify their software.
How did this document get carved it stone so that even when it has flaws that
no one will defend, no one will change it?
Why is that when bugs are filed against this document, they are left totally
unattended for years?
Why is it that in 2009, when Chitlesh GOORAH requested a category for
electronics:

People on the mailing list agreed that it was a problem and perhaps the main
category should be engineering, but then nothing happened for 4 YEARS!
Why is it that non educational science programs must still classify themselves
as educational causing confusion, even though this problem has been known
about for years?
Why is it that no one will come forward and defend the current system?
How come whenever such a problem is pointed out on this mailing list, no one
will disagree, BUT THEN NOTHING HAPPENS!
I really do not know what is going on here. Is someone applying political
pressure to keep the document static? Is it simple bureaucratic incompetence?
Who has the authority to change this document why won't they either defend it
or change it? What is really going on?
I have filed a several bugs against this document, but I know from history of
other bugs that nothing will happen.
