Extending the Desktop Entry spec for static app actions

Heh, that's not what happened: when Waldo pushed for the 1.0 version of
the spec, it was decided to drop this part of the spec because it was
under-specified.

I'm all for adding it back if there's a need, and if it's well
specified.
