While I agree that this is ideal solution, I'm not sure we can achieve it 
without getting ourselves in a quagmire. Here's a list of settings I can think 
of at the top of my head:

 - widget style & colour palette
 - icon theme
 - order of Ok / Cancel buttons
 - file dialog to use
 - wallet to use (until secret services comes along)
