One issue I can see with some of the patches is when you use, for
instance, "Education;Science" for the related categories column. Note
that this means "and", not "or". So I think what you want is "Education
or Science". I think we should clarify the spec and replace
"Education;Science" with explicit "Education and Science". I'll do that
in a week or so, unless someone objects.

The other change I don't like in your patches is NetworkService, which I
feel is too vague and won't be helpful. I'm +1 for all other changes.
Unless someone objects within a week, I'll push your patches.

(Note that I just pushed some cleanup of this part of the spec, which
will conflict with your patches; I'll rebase your patches myself, don't
worry)

I actually think "suggested" is what we want here. It's fine to use
other categories; the result is not guaranteed (as you point out), but I
don't see a reason to disallow that.

While I can see the point of GTK/QT categories, I'm not really sold on
desktop-named categories... I'd actually love to get rid of those...
