Does an implementation of your proposed version exist, e.g. as unmerged
branches for GNOME, KDE, XFCE or whatever?

What changed?
Your VCS (hg?) repository appears to contain two versions in different
markup languages, neither of which matches how that spec is currently
maintained (its wiki page claims it's Docbook XML in CVS, but I think
the reality might be Docbook XML in the git repo summarized at
<http://cgit.freedesktop.org/xdg/xdg-specs/>). Are they in sync? Do they
both contain all your proposed changes?
Regardless of whether it's a good idea to use a lighter-weight markup
language than Docbook XML, changing the markup language is orthogonal to
changing the content, and doing both at the same time makes it much more
difficult to review changes.
