adding mime types for braille documents

Hi Kendell,

media types (formerly called "MIME types") can be registered
to the IANA (Internet Assigned Numbers Authority).  You can
find more information at the two links below.

 - https://www.iana.org/assignments/media-types/media-types.xhtml
 - http://www.iana.org/form/media-types

The best would be, before submission, you could get feedback from the people
who created these format, or from the developers and users who would be most
benefitting from this new media type.

After a new media type is registered to the IANA, it usually makes
it way in the shared-mime-info database.
