Customizing Gnome 3 Classic menu

Hello,

 I am using Scientific Linux 7 which is comparable to RHEL 7 and am having
difficulty customizing the Gnome 3 Classic menu. I changed my
$XDG_DATA_DIRS variable to point to an SL7 config location in a remote
path. When I create the necessary directory (i.e. programs.directory) and
.desktop files needed, Gnome 3 does not apply them so they are not shown in
the menu. Can someone recommend me the proper way of customizing the Gnome
3 menu or point me to documentation that is relevant? I was unable to find
anything that works and most are out of date.
